Those positive aspects are creative process of the inhabitants for struggling in the settlements which have very limited housing facilities. This paper will expose a result of the research study about how the low-income people in Kampong Settlement in Yogyakarta – Indonesia can be empowered through their participation in making a Development Plan of Kampung Settlement.
